The Critical Infrastructure Finance Initiative extends beyond conventional loans. Bank of America will include qualifying primary-market loans, investments, capital markets transactions, and advisory services toward reaching the $250 billion goal. Additionally, the program offers banking services and supply-chain solutions connected to eligible infrastructure projects, supporting both corporate and individual assets. The bank plans to leverage its corporate banking, investment banking, and markets divisions to collaborate with clients seeking capital for major projects across the U.S.
Digital infrastructure is a key focus within the initiative, covering data centers, telecommunications networks, semiconductors, computing hardware, and related equipment. The energy segment includes both traditional and renewable power generation, energy storage, and distribution systems. The core infrastructure category encompasses transportation, electricity transmission, grid upgrades, water systems, critical minerals, and mining activities. Bank of America stated that the initiative also aims to address increasing infrastructure demands linked to manufacturing, energy supply, computing, and strengthening domestic supply chains.
Focus on Technology, Energy, and Critical Infrastructure
The bank noted that its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will coordinate efforts to implement the program. All eight business units will participate. Jim DeMare, co-president of Bank of America, explained that the initiative emphasizes infrastructure that supports economic growth, energy security, and technological progress. The bank intends to monitor qualifying transactions during the 18-month period, which will contribute to the overall $250 billion commitment.
Creating jobs and promoting workforce development are also integral to the bank’s stated objectives. Bank of America highlighted that infrastructure projects can generate employment opportunities in construction, manufacturing, technology, and ongoing operations. Furthermore, the bank supports workforce training initiatives through collaborations with employers, nonprofit groups, and community colleges. In 2025, the bank allocated nearly $40 million to over 730 workforce development partners across U.S. markets, focusing on skills training, education, and job readiness programs.
Funding Efforts Continue Through July 2027
During 2025, the bank reported that its workforce partners connected more than 90,000 individuals with employment opportunities. These organizations also provided training, educational resources, or career-preparation support to over 290,000 people. These figures are reported separately from the new infrastructure financing target. Karen Fang, global head of infrastructure and sustainable finance, explained that large infrastructure initiatives require coordinated funding across multiple sectors. Progress will be tracked based on eligible financing activities carried out within the program’s timeframe. The measurement approach aligns with the framework used for the bank’s existing $1.5 trillion sustainable finance goal. The new initiative specifically targets infrastructure development and modernization within the United States. With an end date of July 4, 2027, the program extends beyond the nation’s 250th anniversary, aiming to bolster infrastructure, job creation, economic growth, and community development nationwide.
